CYBER DEFENSE CENTER is a public/private sector partnership initiative that works to collaborate through a Center of Excellence for cyber defense. Our leaders and members actively participate in partnership forums that allow us to advocate for innovation and focus on optimizing our collective cyber defense force posture. These forums create a trust enclave that allows partners to share information where otherwise deemed confidential. The CYBER DEFENSE CENTER participates in or facilitates these sessions with mutual aid agreements and credentialing assistance.
There are many types of public/private sector partnerships. For those that are familiar with the various structures, here is how the CYBER DEFENSE CENTER fits in:
PRIVATE SECTOR SHARING
Our DEFEND services are available to qualified partners and members which allows these Private sector organizations to gather information and model threat readiness and force posture. Either independently or when aggregated, this information can be a useful resource in strategic coordination and collaboration sessions with public and private sector partners. This is where the sharing comes in. We can roll up service data by industry, region, or community once collected or members can share data directly. Either way, we require an OPT-IN PRIOR to any such information sharing and may facilitate additional confidentiality agreements where and as needed.
MEMBER OPT IN ONLY
Under the terms of our facilitated Mutual Aid Agreements as part of our DEFEND collective defense programs, members may OPT-IN to sharing overall anonymized force posture data with each other or with public agencies during collaboration sessions where we have a collective interest or shared responsibility in protection of response strategies. The CYBER DEFENSE CENTER requires an opt-in before using data in models that may be shared as well.
PUBLIC SECTOR SHARING
From time to time, our public sector partners may share threat information with members or request to participate in WARTIME PREPARATION or other RESPONSE exercises, meetings, or events. In addition, security clearances may be sponsored or facilitated to participate in such briefings or sessions. This is an elective process available to members that wish to participate. We help facilitate any requests to do so.
Our defense posture intelligence and models are not intended for use outside of the collective benefit of our partners, beneficiaries, and members. Such information may show or benefit an underrepresented community or collective defense capability gap. This allows us to provide unique insights and intelligence at various levels where members choose to participate. The RESEARCH Committee of the Executive Board MUST approve all information sharing or research models for distribution with an appropriate handing classification. The OPT-IN approval from all participating members is ALWAYS required.
CYBER DEFENSE CENTER DEFEND Protection Partners are firms that have achieved our elite Master Fortify certification. This allows the partner firm to assess, mentor, prepare, and recommend companies for our SECURE validation or FORTIFY certifications. CYBER DEFENSE CENTER ASCEND Protection Partners are authorized to train and certify individuals. These partners are strategically selected to assist in training and certifying industry professionals seeking to match our elite IC3 certifications with their career goals. Organizations wishing to become ASCEND Protection Partners MUST actively employ a minimum of two (2) CYBER DEFENSE EXPERT IC3 certified individuals and receive and renew an annual certified trainer license. A Master Certified Protection Partner has been awarded both ASCEND and DEFEND PROTECTION PARTNER status. These elite partners can certify both staff and companies allowing them to align training with the companies certification path.
1) The prospective Protection Partner MUST be a reputable cyber security services firm with a demonstrated commitment to industry excellence.
2) The Protection Partner MUST employ at least two (2) OTSEC CYBER DEFENSE EXPERTs . This credential is earned by completing a rigorous training and certification path with the CYBER DEFENSE CENTER in the use and application of OT and BES defense methodologies.
3) The Protection Partner MUST be a licensed and active Protection Partner member with the CYBER DEFENSE CENTER.
4) The Protection Partner MUST complete an intellectual property and ethics agreement with the CYBER DEFENSE CENTER.
5) The DEFEND Protection Partner MUST actively participate or support the ASCEND community outreach program by mentoring at least 2 students per year for each CYBER DEFENSE CENTER seal issued or subject to active surveillance.
